i recently purchase at VCsale and i got robbed paypal didnt help me at all and the claim was given to them , they claim that the order was processed and given to me , but i never received the virtul money matter of fact they claimed to give me a call...

When I go to add money, it says that its unable to confirm personal information. And to go to resolution center to resolve it. But there is nothing in my resolution center. And I recieved an email from paypal a few days saying that:
"Dear Brandon Miller,...

I don't have a problem with the 21 day thing, I just have a question.
I'm on my 21st day but it's still pending. Do I have to wait until the time I recieved the money, or should it have been done by now?
Also, now it's asking me to verify my identiy but I don't have a social security card or a bill to do a proof of address because everything is under my parents names. I do have a photo ID though, is that enough?...
